China's job market witnessed stable improvement in the first quarter this year as labor demand grew stronger amid a robust economic recovery.

The surveyed urban unemployment rate dropped to 5.3 percent in March, down from 5.6 percent in February and also lower than 5.8 percent a year ago, and the number of new jobs created in the first three months stood at 2.97 million, up by 120,000 year on year, data from the Ministry of Human Resources and Social Security showed.

The employment situation gradually improved and largely remained stable thanks to a smooth shift in COVID-19 response and effective policies to stabilize the economy, Chen Yongjia, an official of the ministry, told a press conference on Monday.

"So far, localities have held 58,000 spring hiring events to offer 38 million jobs, a year-on-year increase of 12 percent," Chen added.

China aims to add 12 million jobs in cities this year and keep its jobless rate at around 5.5 percent. Chen expressed optimism in delivering the annual targets, citing favorable conditions from an upward economy to the government's employment-first policies.

The Chinese economy got off to a good start in 2023 as the gross domestic product grew 4.5 percent year-on-year in the first quarter, picking up pace from 2.9 percent in the fourth quarter of last year and 3 percent for the entire 2022.

Encouraged by the economic rebound, Chinese enterprises became more confident in increasing investment and production, which led to an uptick in labor demand.

With the positive trend, China has stepped up efforts to further stabilize employment. A State Council meeting earlier this month announced more assistance to college graduates, migrant workers, unemployed people, and those having difficulties in finding a job.

The number of general college graduates is expected to reach a record high of 11.58 million this year, an increase of 820,000 year-on-year, official data showed.

In order to promote employment and entrepreneurship of college graduates, the ministry has rolled out 10 actions including subsidies for companies to hire more people, expanding the recruitment scale of the public sector, providing services for entrepreneurship and organizing on-site hiring events.

一季度人力资源和社会保障工作取得积极进展。

4月24日，人力资源和社会保障部举行2023年一季度新闻发布会。人社部就业促进司副司长陈勇嘉就当前就业形势作了解释。他表示，随着经济运行整体好转，就业优先政策落实落细，我们有条件、有基础实现全年预期目标。

据人社部介绍，1-3月城镇新增就业297万人，3月份，城镇调查失业率为5.3%，同比下降了0.5个百分点。3月底脱贫人口务工规模3074万人，就业局势保持总体稳定。3月份，城镇调查失业率为5.3%，同比下降了0.5个百分点。

一季度线下招聘需求有所回暖。各地全面铺开了“春风行动”，累计举办招聘活动5.8万场，发布岗位3800万个、同比增加12%。同时，困难群体就业得到积极保障。3月末，脱贫人口务工规模3074万，超过3000万人的年度目标任务。失业人员再就业、就业困难人员就业，分别达到118万人和40万人，同比分别增加10万人和2万人。

政府工作报告确定的今年就业目标是，全国城镇新增就业1200万人，调查失业率是5.5%左右。这一目标如何实现？

陈勇嘉介绍，人社部将从强政策、拓空间、保重点、促匹配四个方面，努力完成全年就业目标任务，全力确保就业局势总体稳定。

首先是强政策，全力助力企业稳岗扩岗。优化调整阶段性稳就业政策，实施稳岗支持和扩岗激励措施，通过扩大有效需求、提振市场信心、稳定企业经营带动更多就业。

拓空间就是全力支持创业和灵活就业。聚焦劳动者创业需求，落实创业担保贷款及贴息政策，简化担保手续，发挥创业带动就业倍增效应。加快零工市场建设，加强新就业形态就业人员劳动权益保障，促进多渠道灵活就业。

在保重点方面，要全力促进重点群体就业创业。实施促进高校毕业生等青年就业创业推进计划，开展10项具体行动，着力拓展就业渠道、做实做细就业服务、强化困难兜底保障、加强观念引导。促进脱贫人口等农民工就业，组建劳务协作联盟，健全跨区域信息共享和劳务输出机制。加强困难群体就业兜底帮扶，确保零就业家庭至少有一人就业。

促匹配，全力推动服务扩量提质。推进就业服务体系和信息化建设，优化业务规程，加强系统协同，以信息化引领服务能力提升。接续开展民营企业服务月、百日千万网络招聘等“10+N”专项服务活动，保持劳动力市场热度。

China's high-tech zones started the first quarter with strong growth momentum and a number of economic indicators achieved double-digit growth, media reported on Tuesday. Data of Qingyuan High-tech Zone in Guangdong province indicated that the industrial added value of the high-tech zone in the first quarter rose 11.3 percent year-on-year, while industrial investment surged 88.1 percent. Kunshan High-tech Zone in Jiangsu province also witnessed double-digit growth in fixed-asset investment of 14.5 percent to reach 4.53 billion yuan, of which industrial investment reached 940 million yuan, a 20 percent yearly increase, and its industrial output totaled 38.67 billion yuan in the period. Jiaxing High-tech Zone in Zhejiang province saw industrial output up 37.5 percent to reach 16.57 billion yuan in the first quarter.

国家高新区一季度多项经济指标两位数增长：近日，多个国家高新区发布一季度经济成绩单，各项数据显示经济企稳回升，产业集聚壮大。广东清远高新区管委会4月23日发布数据显示，一季度全区实现工业增加值同比增长11.3%，全社会固定资产投资同比增长21.6%，其中工业投资同比增长88.1%，各项经济指标均名列全市前茅。江苏昆山高新区也发布了亮眼的成绩单。据统计，今年一季度，全区工业总产值完成386.73亿元；固定资产投资完成45.3亿元，同比增长14.5%，其中工业投资完成9.4亿元，同比增长20%。浙江嘉兴高新区数据显示，一季度完成规上工业产值165.74亿元，同比增长37.5%。

Several Chinese cities have been supporting the development of the compound semiconductor industry as market demand for related fields surge. Wuxi chose compound semiconductors as one of the five industries it plans to focus on in the future. The city in Jiangsu province also intends to make great efforts to develop the manufacturing of compound semiconductor materials, such as gallium nitride and silicon carbide. Changsha in Hunan province will introduce policies to issue a total of 50 million yuan worth of subsidies to support the semiconductor and IC industries, including third-generation semiconductors. Guangdong plans to set up a 30 billion yuan fund to invest in automotive chips, semiconductor materials devices, and compound semiconductors, which has already built compound semiconductor production lines in Guangzhou, Shenzhen, Zhuhai, and Dongguan. Wuhan’s Donghu New Technology Development Zone will build a compound semiconductor industrial chain based in Optics Valley, one of China’s four IC industry bases.

The Shanghai Data Exchange has set up an international board to explore cross-border two-way data flows and encourage collaboration between businesses in China and their multinational counterparts, according to the chairman of Shanghai’s economy and informatization commission on Monday. The international board has nearly 30 listed data products, mainly serving high-level international economic and trade exchanges, cultural exchanges, and cooperation in other fields, according to the exchange. 

上海数据交易所启动国际板建设：4月24日，在新加坡举办的国际数商合作交流会上，上海市经信委主任吴金城正式宣布上海数据交易所国际板启动建设，探索数据跨境双向流动的新机制，推动国内外企业开展数据跨境流通业务合作。上海数据交易所总经理汤奇峰表示，国际板目前挂牌的数据产品已有近三十个，主要服务于国际间高水平的经贸往来和文化交流合作等领域。上海数据交易所正加快推进跨境数据交易制度体系建设，深化基础设施布局，构建合规有序的国际间数据流通机制。

A total of 110 “GBA standards” were jointly issued on Monday by Guangdong province and the Hong Kong and Macao SARs as the three sides push ahead with regional integration. The standards cover 25 areas, including food quality and safety, Cantonese cuisine, transportation, mechanical and electrical products, as well as medical care, nursing care, education and e-sports.

A cross-border cold-chain freight train arrived in Guangzhou on Monday, completing its first heavily-loaded return trip via the China-Laos-Thailand railway. Transporting 414 tons of Thai durian, the freight train departed from Thailand and arrived in Guangzhou, which highlights the deepening cooperation between China's Greater Bay Area and the ASEAN.

大湾区拉通与东盟国际班列双向通道：4月24日，首趟经过中老(泰)铁路返程的45113次国际冷藏货运班列，满载着414吨泰国榴莲，从泰国玛达普站发出经过中老铁路，于24日10时36分运至广州增城西铁路货场。这是中老(泰)国际班列开通运营以来首次重载返程，标志着粤港澳大湾区与东盟国际班列“重去重回”双向陆运通道顺利拉通。

China hosted over 1,800 economic and trade exhibitions with a total exhibition area of 55.76 million square meters in 2022, according to a report released by the China Council for the Promotion of International Trade. A total of 755 exhibitions in the light industry took place last year, as expos in sectors including food, beverage, tobacco and alcohol, furniture, woodworking machinery, and building materials ranked first in terms of the number and the area. In 2022, the council organized 13 overseas exhibitions, including 12 online and one offline, with the intended deal volumes surpassing $70 million.

Chinese internet giant NetEase is suing Blizzard Entertainment for 300 million yuan worth of refunds that a unit is having to pay Chinese players of the US game publisher’s games after the licensing tie-up between the two companies ended in January, sources said. Shanghai EaseNet Network Technology paid out refunds to over 1.1 million players after Blizzard pulled out of its partnership with NetEase in November last year, rendering most of its highly popular games such as World of Warcraft, StarCraft, Hearthstone and Overwatch, no longer available on the mainland from Jan. 24. The refunds consist of prepayments for unsold games and advance deposits on the security of undeveloped games. But Blizzard has refused to refund EaseNet, the person said.

网易起诉暴雪要求退还3亿欠款：4月24日，有消息称，上海网之易网络科技发展有限公司近日就暴雪娱乐有限公司违反系列许可协议在上海提起诉讼，要求退还3亿欠款。据了解，该款项包括网之易已全额支付的《魔兽世界》等停服游戏相关退款、未售游戏商品库存的预付款项、数款未开发游戏的预付保证金等。该案还涉及《魔兽世界》等国服代理游戏相关协议中，包含多个偏向暴雪单方权益的不平等条款，相关条款的合法性、可执行性存在巨大争议。网之易起诉暴雪的首要原因，是因为暴雪拒绝承担国服玩家退款义务，拒绝向网之易支付国服退款相关的预付提成费用。知情人士透露，在1月24日《魔兽世界》《炉石传说》《守望先锋》等暴雪游戏国服停服后，网之易已全额支付超112万玩家相关退款申请。

Chinese glass manufacturing giant Fuyao Group published a clarification statement on its official website on Monday refuting recent rumors that the company's chairman Cao Dewang had attacked Tesla's high salary offers for employees. According to the statement, recent rumors circulating on the internet are completely fabricated, taken out of context and edited in a malicious way to stir up a public backlash. Fuyao’s statement was made after articles citing Cao as saying that Tesla's pay rise is malicious because it damages the balance of China's labor market.

China's auto market has made over 30 percent of contribution for Tesla's global sales and over 20 percent of revenue in the first quarter of 2023, according to Tesla's quarterly report on Monday. The revenue of the US electric car maker reached $23.33 billion in the first quarter, up 24 percent year-on-year. Revenue in Chinese market, the second largest market for Tesla, hit $4.89 billion, increasing by 5.18 percent year-on-year and accounting for nearly 21 percent of overall revenue.

中国市场为特斯拉贡献超三成销量：当地时间4月24日，特斯拉向美国证券交易委员会（SEC）递交的文件显示，2023年第一季度，季度总营收233.29亿美元，同比增长24%。其中，特斯拉在中国市场的营收为48.91亿美元，同比增幅为5.18%，落后于整体增速。从营收占比来看，中国市场营收在全球占比为20.97%，较2022年全年22.27%的份额小幅下降。另外，乘联会数据显示，今年1-3月，特斯拉中国出口销量共计9.19万辆，以此计算，特斯拉中国第一季度在国内的销量为13.74万辆，在全球销量中占比超三成。

Tongwei, the world's largest supplier of high-purity polycrystalline silicon materials, reported an increase in annual and Q1 earnings yesterday. Net profit widened 217 percent to 25.7 billion yuan last year, mainly because of the hike in polycrystalline silicon prices. Revenue soared 120 percent to 142.4 billion yuan. The upstream segment of the photovoltaic supply chain remained Tongwei's primary source of income. Tongwei also unveiled its first-quarter results, with net profit jumping 66 percent to 8.6 billion yuan and revenue up 35 percent to 33.2 billion yuan. Moreover, Tongwei announced that it plans to launch a private placement scheme to raise 16 billion yuan to fund the construction of two new plants with a total annual capacity of 200,000 tons of high-purity polycrystalline silicon in Yunnan and Inner Mongolia, which will nearly double the company’s capacity.

Lens Technology’s shares rose after the Apple supplier reported a gain in annual earnings and announced plans to invest 8.67 billion yuan in a project to expand the production capacity of its main business. Net profit jumped 18 percent to 2.45 billion yuan in 2022, the company’s annual financial report showed. Revenue rose 3.2 percent to 46.7 billion yuan. Of that, income from the firm’s new energy vehicle business stood at 3.58 billion yuan, a 59 percent jump.

Shanghai International Resort, home to Shanghai Disneyland, has raked in over 61.5 billion yuan ($8.9 billion) in tourism revenue since it opened to the public in 2016. Over the past seven years, the resort has seen more than 113 million visitors, according to its administration. The resort recorded approximately 6.3 million tourists in the first quarter of 2023, an increase of 81 percent compared with that of the same period last year, garnering over 4 billion yuan in revenue. The number of tourists is expected to reach 20 million in 2023. The resort also plans to hold over 30 major events this year, and the Zootopia-themed land is also expected to start operation soon.

上海国际旅游度假区7年收入超615亿元：4月24日，上海迪士尼乐园所在的上海国际旅游度假区披露七周年“成绩单”，开放运营七年来，已累计接待游客逾1.13亿人次，共实现旅游收入超615亿元，创造直接就业岗位1.5万个。2023年第一季度，上海国际旅游度假区各景点累计接待游客约630万人次，比2022年同期增长81%，比疫情前的2019年同期增长82%；第一季度度假区旅游产业总收入超40亿元，比2022年同期增长116%，比2019年同期增长106%，客流和收入均为历史同期最好水平。据了解，今年全球首个也是唯一一个“疯狂动物城”主题园区将在上海迪士尼乐园建成开放。同时，今年度假区还将做大做强购物节、旅游节、薰衣草节等品牌活动，预计全年上海国际旅游度假区接待游客有望攀升至2000万人次。

China Life Insurance, 10 other state-owned life insurers, and one more state-owned fund manager have established an equity investment fund of 33.9 billion yuan, media reported Monday. China Pacific Life Insurance, Taiping Life Insurance, and PICC Life Insurance are among the other investors in the fund, which was founded on April 20 in Beijing, public data showed.

Chinese stocks fell on Tuesday with the benchmark Shanghai Composite down 0.3 percent and the Shenzhen Component shed 1.5 percent. Hong Kong shares also closed sharply down with Hang Seng index falling 1.7 percent, and the TECH index lost 3.5 percent.
